Thank you for taking the time to review the Annual Report of the Thurgood Marshall College Fund (TMCF). The data and information included will provide you with a high-level review of TMCF’s accomplishments in 2017—fulfilling our vision of Changing the World… One Leader at a Time.

TMCF’s growth and presence over the past 30 years makes me proud of the work the organization has done to support our member-schools and assist them with preparing our students to be the next generation of leaders. Even though 2017 was a successful year, there is still much work to be done. There are still deserving students out there who need an opportunity offered, encouragement given, or a barrier removed in order to achieve their full potential. Our aim is to continue to be that lifeline for students and our member-schools well into the future.

As a former member of the TMCF Board of Directors, I saw the tremendous work of our staff and volunteers firsthand. Now, as the new President & CEO, I am even more aware of how much nonprofit organizations depend on partners to help develop creative solutions to sustain the important work they do for their constituents or members. At TMCF, we are deeply proud of our community of donors, partners, and supporters who work with us to make this happen year after year. About TMCF

Scholarships

Thurgood Marshall College Fund (TMCF) merit and need-based scholarships are designed to address the financial needs of students attending publicly-supported Historically Black Colleges and Universities (HBCUs). Since its inception, hundreds of companies and philanthropic institutions have funded a TMCF scholarship. As a result of these efforts, an increasing number of students are able to attend and complete college at an affordable cost. TMCF awards student scholarships of up to $15,000 per year and are designed to complement the financial aid students receive from other sources for tuition and other education expenses, such as books and on-campus room and board.

Highlights

  • For the third year, the U.S. Department of Defense partnered with TMCF to provide competitive, need-based scholarships that increase the number of minority students in STEM related-disciplines. The Scholarship program awarded 20 qualified students up to $15,000 for a total of four years.
  • The Coca-Cola Foundation continued its funding for the fifth year and awarded five TMCF member-schools (Albany State University, Fayetteville State University, Fort Valley State University, Grambling State University, and Savannah State University) and one private HBCU (Tougaloo College) with $50,000 each to support first-generation students with 4-year scholarships.
  • New partnerships were established with the Exelon Foundation, the United States Department of Agriculture National Resource Conservation Services (USDA-NRCS) division, GoFundMe and NAF, a national network of education, business, and community leaders who work together to ensure high school students are college, career and future-ready.
  • The average scholarship award amount increased from $6,200 to $7,000 to adjust to the rising tuition rate at a TMCF member-school.

TMCF awards student scholarships of up to $15,000 per year and are designed to complement the financial aid students receive from other sources for tuition and other education expenses, such as books and on-campus room and board.

The award-winning Leadership Institute is one of TMCF’s signature events designed to help the top students from publicly-supported HBCUs make connections that will lead to internships and full-time positions, as well as provide companies access to a talented and diverse student population. Students attending this conference are carefully selected and have to go through an intensive interview/review process in order to attend. Internship Program

The TMCF Internship Program is designed to help bridge the gap between the academic world and the working world in order to create a pipeline of highly qualified students for full-time employment, post graduation. Every internship experience offers opportunities for a more personalized learning environment outside of the traditional classroom setting and offers students a head start in the marketplace.

Opportunity Funding Corporation (OFC)

The OFC Innovation and Entrepreneurship Program seeks to identify entrepreneurial talent and train future innovators from HBCUs and PBIs in skills needed to generate economic success through their own business or within today’s knowledge-driven organizations. The program provides students with resources and knowledge to bridge the business-building gap. It is a blend of two worlds. It is a place where technology meets business acumen connecting “techie” students, i.e., those who have an interest in building mobile apps and developing and utilizing their technical skills, with “business-minded” students who are aspiring entrepreneurs.

OFC hosted a 3-day entrepreneurial development conference for HBCU and PBI students who competed against their peers in a 72-hour intensive workshop, with a final Pitch & Win Competition judged by a panel of experts. Students networked with other aspiring entrepreneurs, learned from TMCF partners and were coached by successful entrepreneurs and business leaders.

Teacher Quality & Retention Program – Summer Institute

The Teacher Quality and Retention Program (TQRP) aims to recruit, train and retain teachers to serve in high-need urban and rural schools. One component of the program is the Summer Institute that works closely with teachers in their first years in the classroom, but also recruits eligible students from TMCF member-schools seeking to increase their STEM pedagogical knowledge and/or have interest in becoming educators. The program’s network provides a documented source of support and camaraderie as Fellows prepare for teaching, then move through the difficult early years of the classroom, when attrition is the highest. .

Highlights and Successes:

A rigorous external evaluation of TQRP revealed that directly after the 2017 Summer Institute:

  • 2017 Institute Evaluation – Received a Net Promoter Score of 95
  • Self-reported skills, as well as objectively measured knowledge, dramatically increased from pre- to post-Institute, with 11 of 13 content areas showing statistically significant growth.
  • Supervisors rated TQRP Fellows in the classroom more proficient than teachers with comparable experience.

Apple and TMCF HBCU Initiative

Apple HBCU Scholars Program

TMCF and Apple believe creating a diverse and open workplace is the best way to attract great talent, inspire great ideas, and do great work. The Apple and TMCF HBCU initiative was designed to inspire young innovators and expand the technical talent pool at HBCUs. The program consists of various components designed for both students and faculty members. TMCF and Apple work closely with the HBCU community to identify the top tech talent on the campuses to be a part of the Apple HBCU Scholars Program. Over 1,700 students applied to be a part of the distinguished program, and 34 students from 17 HBCUs were awarded this unique opportunity of a lifetime. As part of the program, TMCF awarded over $603,000 in scholarships to the scholars. .

Apple HBCU Immersion

The second annual Apple HBCU Immersion experience was held on Apple’s campus in Cupertino, California in February where, as was the case during the first Immersion, the Scholars were, as Apple touts, “surprised and delighted” daily as they were exposed to Apple’s culture. Bernée E. Long, Director, Distinguished Scholars Programs, introduced the students to Clifton StrengthsFinder, providing an overview of the importance of understanding one’s natural talents and how to leverage them into strengths to be used as the Scholars move forward in life. Based on survey results, the Immersion Week served its purpose, which was to ensure that every scholar walked away from the week feeling equipped to transition into their summer internships with Apple with relative ease. .

Program Success Stories:

  • Seven of the Scholars from the inaugural cohort are now gainfully employed as Apple employees – a 20.5% conversion rate.
  • To date, five Apple HBCU Scholars from the second cohort have also received full-time offers of employment with Apple upon graduation in May 2018. This represents a 15% conversion rate.

Vivian Burey Marshall Academy

The Vivian Burey Marshall Academy (VBMA) in partnership with the Army Research Laboratories (ARL) and Army Educational Outreach Programs (AEOP) was created to engage students in underrepresented and disadvantaged populations in Vicksburg, MS and Baltimore, MD in STEM education, leading to both STEM literacy and an increase in the participation in the STEM workforce. The academy will provide ongoing out-of-school activities and support for students in grades 6-10, professional development for teachers, and mentorship opportunities for students, through a coordinated program that capitalizes on assets from local Historically Black Colleges & Universities (HBCUs) and TMCF member-schools, Army research facilities, scientists and engineers along with academic initiations that serve the students.

Program Success Stories:

  • Fifteen VBM Scholars showcased an engineering design notebook, their presentation skills, and an awesome robot that the team constructed for the FTC competition. VBM’s “Teen Tech” team moved on to the FTC Regional Qualifier event that was held at the University of Mississippi in Oxford, MS.
  • A Vicksburg VBM Scholar was selected as a SEAP Participant at the Engineer Research and Development Center (ERDC).
  • Morgan State University (MSU) and Jackson State University (JSU) hosted the UNITE program for Summer 2017. Although no students were selected to participate in the JSU UNITE program, a Baltimore VBMA Scholar was selected to participate in UNITE at Morgan State University.
  • Ninety-three (29 Baltimore and 34 Vicksburg) VBMA Scholars were provided an opportunity to participate in GEMS I and GEMS II at various locations in the Baltimore and Vicksburg communities. The GEMS program provided scholars with an up-close-and-personal opportunity to work with Army researchers and engineers with hands-on STEM activities and career sessions. Although there were limited spaces at the GEMS locations, we were fortunate to have several VBM scholars participate in GEMS activities at different locations.

Capacity Building

School Financial Support Report

Over $5.7 million awarded to the HBCU and Higher Education Community

The data below indicates the areas and levels of support for all schools in receipt of financial support from TMCF in 2017.

Department of Defense Fellowship

Thurgood Marshall College Fund (TMCF) partnered with the U.S. Department of Defense to encourage collaboration between its scientists and external partners centered on mutual scientific interest and investment. HBCU faculty fellows participated in the program to do research and present it to the scientists at the Department of Defense, Army Research Labs in Aberdeen Proving Ground and Adelphi, MD. This partnership will increase opportunities for faculty research, strengthen capacity building for HBCUs and aid in the overall diversification of the STEM workforce. Through the expansion of prestigious professional development opportunities, the partnership with TMCF will help to discover, innovate, and transition science and technology for the U.S. Department of Defense.

Center for Advancing Opportunity

TMCF launched a new research and education initiative – the Center for Advancing Opportunity (CAO) – supported by a $25.6 million gift from the Charles Koch Foundation and Koch Industries in January. CAO’s mission is to expand educational, social, and economic opportunities in our nation’s most fragile communities through original research, educational programs, and direct engagement with residents. By listening to different community voices and supporting scholars and students passionate about making a positive difference, CAO will work to empower people eager to put ideas into action and discover mutually beneficial solutions to bolster opportunity across the country. The Center also partners with Gallup to capture the sentiments of individuals living in these communities.

 

Highlights

In September, CAO awarded Winston-Salem State University with a $3 million grant to launch the first campus research center to study the barriers to economic mobility in East Winston-Salem and Forsyth County. The WSSU Center for the Study of Economic Mobility (CSEM) will serve as a hub for faculty research, undergraduate student research scholarship, and community outreach.
The Center, headquartered in Washington, DC, will advance opportunity through the following activities:

    Investing in HBCU faculty to study education, criminal justice, and entrepreneurship and their work to create pathways to better outcomes.
  • Scholarships

    Encouraging HBCU undergraduate students to pursue careers in education, criminal justice, or entrepreneurship, and graduate students to produce research related to these fields.

    Conversations
Hosting speaker series to facilitate conversations between the HBCU community and scholars, elected officials, public and private sectors leaders, and international dignitaries.
  • Polling

    Collecting data through Gallup’s TMCF/Koch Opportunity Survey to inform decisions at the national, state, and local levels
  • The State of Opportunity in America Summit

    Convening HBCU faculty and national thought leaders to examine the latest academic research and best practices.

Member-Universities Professional Institute

TMCF hosted the 2017 Member-Universities Professional Institute (MUPI) in Washington, DC for its member-school leadership and staff. For over a decade, this capacity-building conference has provided professional development, networking and best-practice sharing among administration, faculty and staff in TMCF’s member-school network of publicly-supported HBCUs and PBIs.

Sixteen presidents, chancellors and law school deans and 21 government relations representatives participated in workshops, plenary sessions, and fireside chats. The events allowed the leaders to collaborate with industry professionals in order to create action plans that will effectively provide resources and best practices for their respective campuses, as well as, innovative and strategic practices to engage and communicate with the federal government.

One of the MUPI 2017 highlights was the panel on federal agency panel engagement to create successful university partnerships. Eight federal agencies were present to share their expertise on how they have developed and maintained mutually beneficial university relationships.

Policy and Advocacy

Through the Government Relations Division, TMCF provides unparalleled advocacy for HBCUs before Congress and the Executive Branch, to protect and secure critical funding across federal agencies and advance policy priorities in Washington and at the state level.

Highlights and Successes:

Advocacy and Engagement with Members of Congress and Federal Officials

  • Hosted thirty-eight presidents, chancellors and law school deans for a special member-school convening in February 2017.
  • The member-school convening encompassed a visit to the White House, which included a visit to the Oval Office with President Trump, and a briefing and listening session with Vice President Pence and key Administration officials such as Education Secretary Betsy DeVos.
  • The first day of the convening culminated with a special reception at TMCF’s headquarters attended by Education Secretary Betsy DeVos, Senator Tim Scott (R-SC), Congressman Bobby Scott (D-VA), Congresswoman Sheila Jackson Lee (D-TX) and Congresswoman Alma Adams (R-NC).
  • As part of the member-school convening, the Government Relations team, along with our 38 member-school presidents, chancellors and law school deans, attended the inaugural HBCU Congressional Fly-In on Capitol Hill hosted by Congressman Mark Walker (R-NC) and Senator Tim Scott (R-SC) in February 2017.
  • The HBCU Congressional Fly-In on Capitol Hill featured a panel with members of Congress including U.S. House of Representatives Speaker Paul Ryan (R-WI) who at the time noted his support for year-round Pell grants.
  • During the second day of the member-school convening, President Trump signed his Executive Order on HBCUs, then President and CEO Johnny C. Taylor, Jr. attended the Executive Order signing ceremony held in the oval office.
  • In October 2017, we held a Member University Professional Institute in which members of several federal departments and agencies participated in a panel discussion on successful university/federal agency partnerships.
  • In November 2017, Congresswoman Alma Adams (D-NC), Congresswoman Brenda Lawrence (D-MI), Congressman Bobby Scott (D-VA) and Johnathan Holifield, Executive Director of the White House Initiative on HBCUs attended a special send-off reception for outgoing TMCF President & CEO Johnny C. Taylor, Jr. at TMCF’s headquarters.

Federal Budget Advocacy

  • In large measure to TMCF’s advocacy, President Trump’s fiscal year 2017 federal budget request level funded federal programs targeted specifically to HBCUs and restored year-round Pell grants
  • Congress honored TMCF’s and other stakeholders’ request to restore year-round Pell and accepted President Trump’s request to level fund federal programs targeted specifically for HBCUs.

Congressional and Administration Engagement During TMCF’s Fall Board Meeting And 30th Anniversary Awards Gala

  • Congressman Mark Walker (R-NC) provided a Congressional update during a special TMCF Fall Board of Directors luncheon in October 2017.
  • Candice Jackson, then Acting Assistant Secretary for the U.S. Department of Education’s Office of Civil Rights, addressed TMCF’s Board of Directors during the October 2017 board meeting.
  • During our 30th Anniversary Awards Gala, TMCF’s bipartisan support was demonstrated as Congressman Mark Walker (R-NC) and Congresswoman Lisa Blunt Rochester (D-DE) presented TMCF’s Educational Leadership Award to Dr. Harry L. Williams, then President of Delaware State University.
  • The Gala featured video greetings and testimonials provided by Congresswoman Alma Adams (R-NC) and Congressman Bradley Byrne (R-AL), Co-Chairs of the Congressional Bipartisan HBCU Caucus, to commemorate TMCF’s 30th
  • Ja’Ron Smith, Senior Advisor within the White House Domestic Policy Council, also attended the 30th Anniversary Awards Gala.

Higher Education Act Reauthorization

  • In December 2017, thanks to TMCF’s advocacy, the University of the Virgin Islands was included as a Title III B graduate school within legislation to reauthorize the Higher Education Act known as the PROSPER Act.
  • The PROSPER Act also extended the permitted uses for Title III funds to include concurrent enrollment programs as well as technology enhancements and innovative initiatives.

New Jersey Awards of Excellence

The New Jersey Awards of Excellence is a regional fundraising event held to recognize those distinguished individuals in Newark and the surrounding areas who serve as role models through their significant achievement in a chosen field. With the help of dedicated sponsors, committee members, honorees and guests over the past 17 years, TMCF’s Awards of Excellence has raised over $2.1 million to assist with scholarships and programmatic support to the students we serve and our member-schools. The 2017 event hosted 300 guests and raised over $160,000.

30th Anniversary Awards Gala

Celebrating its 30th Anniversary, TMCF held another sold-out Awards Gala to support the work of the nation’s Historically Black Colleges and Universities (HBCUs) and Predominantly Black Institutions (PBIs). The Annual Awards Gala is one of DC’s largest non-political fundraisers. The organization hosted over 1,600 Congressional Members, Fortune 500 executives, government agency leaders, HBCU Presidents/Chancellors and other distinguished guests devoted to empowering and supporting students attending HBCUs.

Hosted by TMCF’s immediate past President & CEO, Johnny C. Taylor, Jr., the audience was wowed by international singing sensation Glennis Grace and addressed by celebrities such as Jussie Smollet, Kevin Frazier, Vivica A. Fox, Darryl Bell, Gizelle Bryant, Deshauna Barber, and NBA Legend Bob Lanier. United Airlines gave a surprise donation of $500,000 and the overall 30th Anniversary Celebration raised $4.3 million.
